Entebbe, 25 April 2025 – The Prime Minister of the Republic of Djibouti, His Excellency Mr. Abdoulkader Kamil Mohamed, participated in the Extraordinary Summit of Troop Contributing Countries (TCCs) to the African Union Support and Stabilization Mission in Somalia (AUSSOM), held from April 23 to 25, 2025, at the Presidential Palace in Entebbe, Republic of Uganda.
Convened at the initiative of His Excellency Yoweri Kaguta Museveni, President of the Republic of Uganda and Dean of the Troop Contributing Countries (TCCs), this high-level summit aimed to assess the security situation in Somalia, coordinate the transition from ATMIS to AUSSOM, and agree on concrete measures to ensure long-term stability in the Horn of Africa.

The summit was attended by several heads of state and government, including:
• H.E. Dr. Hassan Sheikh Mohamud, President of the Federal Republic of Somalia;
• H.E. Prof. Kithure Kindiki, Deputy President of Kenya;
• H.E. Dr. Mostafa Madbouly, Prime Minister of Egypt;
• H.E. Ms. Ayisha Mehamed Musa, Minister of Defense of Ethiopia;
• H.E. Mahmoud Ali Youssouf, Chairperson of the African Union Commission;
• H.E. Dr. Workneh Gebeyehu, Executive Secretary of the Intergovernmental Authority on Development (IGAD);
as well as representatives from the United Nations, the European Union, the United States of America, and the United Kingdom.
Key Decisions of the Summit:
• Immediate increase of the AUSSOM contingent with the deployment of 8,000 additional soldiers.
• Enhancement of air, reconnaissance, and surveillance capabilities to support ground operations.
• Support for the doctrinal and operational training of Somali security forces.
• Assistance in the establishment of Local Defense Forces (LDFs) to secure liberated areas.
• Creation of a Peer Review Mechanism chaired by President Museveni to ensure monitoring, accountability, and coordination among TCCs and Somalia.
The summit praised the progress made by Somali forces while calling for the urgent strengthening of military and logistical capacities on the ground. Notably, it was decided to increase the AUSSOM contingent by an additional 8,000 troops and to bolster surveillance and air response capabilities.
Facing a funding shortfall for the first half of 2025, the summit called for an urgent mobilization of resources, appealing to the African Union Peace Fund and requesting confirmation of international support through United Nations Security Council Resolution 2719.

Djibouti’s Position:
In his address, Prime Minister Abdoulkader Kamil Mohamed reaffirmed Djibouti’s unwavering commitment to supporting stability in Somalia and promoting greater African solidarity in the face of terrorist threats. He also emphasized Djibouti’s active contribution to the training, mentoring, and stabilization efforts in Somali territories.
Djibouti’s Mobilization:
Prior to the summit, the Republic of Djibouti was represented at ministerial and technical meetings by Mr. Hassan Omar, Minister of Defense and Armed Forces, and H.E. Yacin Elmi, Ambassador of Djibouti to Kenya, reflecting the full mobilization of Djibouti alongside its African partners.
As a historic troop-contributing country, Djibouti will continue to play a leading role in promoting peace, institutional reconstruction, and collective security in the Horn of Africa.
